Citizen identifies a problem Citizen

Opens the app, picks a category, adds description, takes a photo. GPS is captured automatically.

Auto-registration + tracking code Automatic

System verifies the location is within municipal boundaries and issues a unique tracking code (e.g. SKY-XXXXXX).

Duplicate detection Automatic

If a similar open report exists within 100m, the new one is linked — avoiding duplicate work for technicians.

Manager notified Automatic

Push notification to administrators. SOS reports flagged as urgent for parallel emergency routing.

SOS — first responder + manual escalation Emergency

When "SOS" is selected, the alert goes only to the configured first responder — Police, Fire Brigade, Civil Protection, or any custom entity the municipality designates. They acknowledge, call 112 for confirmation, and then escalate manually to other emergency entities involved (Coast Guard, Civil Protection, Fire Brigade). Each escalation is logged. Each entity has isolated data access.

Admin reviews on the live map, dispatches the right technician with context and instructions.

Technician receives push, navigates to location, completes the work, in-app chat available throughout.
